The P-3A Orion is the optimal tanker design for aerial firefighting. It was built to military specifications so it can handle the stresses the air tanker encounters during sharp banking turns fully loaded required for aerial firefighting maneuvers. It also has a short wingspan and is designed for take-off and landing on short runways. In addition, the “straight leading edge” wing shape is designed to give maximum lift and responsiveness at slow speeds which is critical for the safety of pilots, as the typical drop height is less than 150 feet above ground level usually on uneven, mountainous and descending terrain. The overall design of the aircraft allows it to descend slow enough with a nose down attitude so the pilots can see the fire line, the on-ground firefighters, the lead aircraft, and the drop zone. Each aircraft is powered by four Rolls Royce Allison turbo-prop engines providing 17,000 total horse power to lift weight and maneuver steep mountain canyons often encountered when firefighting. Also, the engines are always operating at 100% RPM, and forward thrust is applied by manipulating the propeller blade angle. This allows the pilots instant power when climbing out of an airport or drop zone. Turbo-fan (jet) powered large air tankers with are limited, cannot lift/haul enough weight and are slow to react as they need to “spool up” their engines to gain forward thrust and altitude, and the wing design is not optimal for slow airspeeds. Lockheed P-3 Orion, was developed in 1959 during the Cold War as a maritime patrol aircraft. It has been used by numerous military forces around the world, primarily for maritime patrol, reconnaissance, anti-surface warfare and antisubmarine warfare. The P-3’s primary mission was to track and eliminate ballistic missiles and fast attack submarines in the event of war in international waters. Aero Union, Inc. operates eight ex-USN P-3As confi gured as air tankers, which are leased to the U.S. Forest Service, CAL FIRE and other agencies for fi refi ghting use.
Helitack refers to "helicopter-delivered fire resources", and is the system of managing and using helicopters and their crews to perform aerial firefighting and other firefighting duties, primarily initial attack on wildfires. Helitack crews are used to attack a wildfire and gain early control of it, especially when inaccessibility would make it difficult or impossible for ground crews to respond in the same amount of time.
The term helitack first appeared in a 1956 Los Angeles Times article, which described the "first of a series of tests—tabbed the Helitack Program—on the use of helicopters in firefighting will start next week in the San Bernardino National Forest". The word itself is a portmanteau of "helicopter" and "attack".

The Forest Service organization includes ranger districts, national forests, regions, research stations and research work units and the Northeastern Area Office for State and Private Forestry. Each level has responsibility for a variety of functions.
